Federal Communications Commission Chairman Kevin Martin’s plan to reinstate a defunct rule, which would limit cable operators' size by limiting their audience reach, will not be adopted in April. Regulatory observers speculated that the agency would adopt the rule quickly after Chairman Martin in March said he plans to reinstate the old rule, limiting one provider's reach to 30% of U.S. pay-TV subscribers. For years, regulatory observers expected the FCC to raise the cap by making it easier for the biggest cable companies to merge. A source close to the FCC said the agency will not consider a measure to reinstate the cap at the agency’s scheduled April 25 meeting, as many observers had expected.
