Summary
On February 28th, 2007, Sen Gordon Smith (R-OR)introduced the Universal Service for the 21st Century Act (S 711). The legislation would allocate $500 million annually from the Universal Service Fund for construction of broadband infrastructure. The $500 million annual allotment would be made available to facilities-based providers in un-served areas on a merit-based and competitive basis.
