On May 3, the House Small Business Subcommittee on Rural Enterprises, Agriculture and Technology held a hearing on "The Future of Rural Telecommunications: Is Universal Service Reform Needed?" Computer & Communications Industry Association (CCIA) President Ed Black told the Subcommittee that The Universal Service Reform Act of 2006 is a comprehensive bill and should serve as the framework for more extensive reform.
