Policymakers in Washington have been divided over how to ensure free speech over new digital media. The largest network providers have said market dynamics compel them not to police their networks too heavily. Internet rights advocates aren't buying it -- calling for baseline legal protections to prevent these companies from blocking or degrading the free flow of user information over the Web.
