[Commentary] The telecommunications industry is changing fast. People are giving up their landlines in lieu of easily transportable cellphones. New competitors, like cable companies, are inching into the voice-communications market, too. New options that offer better service, lower costs or both are finding niches in the telecom business - some in residential markets, others by serving small and medium-sized businesses. But the industry isn't changing that fast. In July, the Federal Communications Commission is expected to consider whether Qwest Communications International Inc. should be relieved of certain responsibilities dictated in the 1996 Telecommunications Act. The FCC must reject that request.
