On January 4, 2007, Senator Ted Stevens (R-Alaska), Vice Chairman of the Senate Commerce, Science and Transportation Committee introduced the Universal Service for Americans Act (USA Act). The bill (S. 101) would update the nation’s universal service laws, ensure that all communications technologies are incorporated into our nation’s universal service program and that rural America is not left behind in the communications revolution, and expand the list of communications providers that will contribute to the fund.

The Internet Freedom Preservation Act (S. 215) aims to ensure that broadband service providers do not discriminate against Internet content, applications or services by offering preferential treatment.

Stephanie Herseth Sandlin (D-SD) and Jerry Moran (R-KS) have introduced the "Rural Utility Service Bill" (H.R. 2035) to promote increased access to high-speed broadband Internet service in rural America. The bill would improve the Rural Utility Service Broadband Loan Program that provides federal loans to areas of rural America that don't have service; that law, however, has a loophole that allows nonrural areas and areas that already have broadband services to apply for these loans, thus depleting the cash set aside for the real rural America.

On May 8, 2007, Sen John Rockefeller IV (D-WV) introduced Senate Resolution 191, proposing to set a national broadband goal and develop a strategy to meet the goal. The goal is 10 megabits per second universally available in the United States by the end of 2010, and 100 megabits by the end of 2015. His strategy would include tax incentives to push the private sector beyond their current deployment plans, low-interest loans for the same purpose, reform of the Universal Service Fund to encourage broadband deployment, municipal broadband networks, and wise use of wireless spectrum. The national broadband strategy would be developed by the end of 2007 and revisted every year thereafter to modify as necessary.

The Benton Foundation, the Chicago Community Trust and the Chicago Media Workshop are co-sponsoring the first Community Media Summit June 14 and 15, 2007. We’re gathering to understand and examine the voices and content that make up community media and to imagine and explore the potentials of community media for serving basic human and community needs. We’ll learn about how innovators in the fields of Community Development, Immigrant and Refugee Issues, and Creative Expression and Learning are creating and using community media. We’ll also share experience from Minneapolis/St. Paul, Cleveland, and Detroit.

- Whether network platform providers and others favor or disfavor particular content, how consumers are affected by these policies, and whether consumer choice of broadband providers is sufficient to ensure that all such policies ultimately benefit consumers.

As part of the Federal Communications Commission’s (FCC) Indian Telecommunications Initiatives (ITI), and in cooperation with Native Public Media, the National Congress of American Indians, Native American Public Telecommunications, Native American Journalist Association, Native American Television, Koahnic Broadcast Corporation, the FCC will host its sixth ITI Regional Workshop and Roundtable on July 10 and 11, 2007, in Albuquerque, New Mexico (ITI Albuquerque). ITI Albuquerque will focus on the transition to DTV and the steps that consumers will need to take to continue viewing over-the-air signals when analog broadcasting ceases on February 17, 2009. The workshop will discuss various aspects of the DTV transition, including such issues as: What is DTV, DTV transition deadline, Why the DTV transition is important, Benefits of DTV, Types of DTV, Consumer optionsbuying a new TV or using a converter box for existing TVs, Tuner mandate, TV labeling requirements; and Consumer buying tips.
